"Boca Grande Capital LLC, Headed by Mr. James P Connelly, Partner of Foley & Lardner along with Mr. Frank Cumberbatch have been lent $8,000,000 in T.I.F. funds with a promissory note of cash & cash equivalents and personal assets pledged by Mr. Connelly.
The grand plan is to restore & renovate approximately 23 buildings in downtown Ripon, including several restaurants and a $14,000,000 hotel & spa. As of today several employees & businessmen have not been paid, checks are rendered worthless, and property taxes on someof the 23 buildings are in arrears.
We need a complete audit & investigation into how $6.5million of $8 million has been spent. The citizens of Ripon are outraged and we are continually reassured by Mr. Cumberbatch & Mr. Connelly that everything is fine & on target.
The remaining 1.5 million in T.I.F. dollars is being held back until more progress can be accomplished. Do you have any way of zeroing in on this to find out what is going on with this project. Since it has been approved, the former Mayor has taken another job in another part of the state, the City Administrator is leaving for another job in another part of the state. It would appear the City of Ripon is heading for a financial disaster of unimaginable proportions. Your help in this matter would be deeply appreciated.
